Terrorist attack in Moscow or chemical attack in Donbas maybe. This I'm pretty sure is more or less what it seems to be.

Being as there's grave suspicions of false flag bombings of tower blocks many years ago I think it would be foolish at this stage not to acknowledge the possibility. I note Ukraine not claimed what would be an audacious raid
