Repairs completed is different from bridge usable. The rail line was in use again pretty quickly, I think.
In this case I believe the bridge lacks capability to support HGVs until further work is done, but lighter vehicles have been able to use it.

He’s not paying for it. The US and Poland have been paying enormous amounts, plus individuals in Ukraine. Musk implied he’s been forking out from the goodness of his heart to dupe most people who don’t look at the details.
