The author is speculating on what Ukraine might be willing to concede in return for a full (well, except conceded areas) Russian withdrawal. It's not like this will magically work if they present those options.

Senior political figures who were in violent nazi groups including the head of police. Then there's the national holiday where they celebrate kicking out the Soviets with the help of the actual Nazis.

There are (were) two RT channels on Freeview, and one is gone, but the other is still there. I have personally checked and verified this, so you can be most assured that this is how the case is what it is in the present circumstances.Well it's gone from Freesat & Sky, but people are saying they are still on Freeview, because the feed was switched from the Astra satellites to a Intelsat one.
Anyone know enough about Russia's signal capacity to know if this could be true or wishful thinking / Ukrainian propaganda? Given most western police and civil agencies have gone digital* albeit with cellular networks, it seems unlikely, but not impossible.
*Except the Americans, but that's more a political decision than a technical lack.
