AFAIK, claims on social media about certain districts having more votes than voters are easily disproven, because they always use published figures that are not from the date of the election (the number of registered voters grows all the time, especially in the runup to an election).

Yes, it suggests very strongly that they have less than nothing to go on. The idea that there genuinely have been cases where votes outnumbered voters and it has taken Rudy to notice is really not at all plausible.
