That’s because bespoke systems that half work and were provided by someone who persuaded the chief constable / commissioner that they could do the job for five magic beans are normally based on proprietary software that’s 20 years out of date…

Well I don't know if they own them but the buck surely stops with them. They shouldn't have been allowed to roll out this update without MS's engineers thoroughly testing it and approving it.
