I didn't know that was meant to be the case, but if it is, it doesn't seem to be observed all the time. Sometimes even the same street will have signs with and without the apostrophe. Image search 'King's road street sign' and you'll see...Isn't it standard practice to not have an apostrophe on street signs?

I once lived in a street called -- well, I never found out. Judging from street signs and official documents, nobody really knew whether it was Tanners Hill, Tanner's Hill or Tanners' Hill.
