Not going to happen, the editorial independence of both the Star and the Express is guaranteed by Reach PLC [formerly Mirror Group], in the same way as it is for their regional titles.

As a PLC, rather than being owned by some rich bastard with an agenda, it's in the interest of the business to have titles in different markets, rather than a number of tabloid titles competing with each other in the same market.
