Totally unworkable as said repeatably by everyone who has even a bit of understanding of how these things work (a bit like the brexit story that was sold). My expectation was that going for Porn first allows you to set up the infrastructure without much objection which can then be rolled out for any other objectionable content as the gov so decides.
