It does have tactile paving.

There's a good reason why road markings etc are standardised. It's so that all road users (and that includes pedestrians, cyclists etc) can learn what the standardised markings mean, how they should behave to ensure the safety of themselves and other road users.

If road users have to interpret the meaning of unfamiliar and seemingly random road markings and signs (where am I supposed to stop? who has the right of way?), that can actually divert attention from what other road users are doing or might be doing.

There is a train of thought that says if motorists are confused, they will slow down while they work out what's going on, thus making the roads safer. The powers that be have experimented with this in Exhibition Road, by the museums in South Kensington. This of course does not apply to cyclists.
