I think that's sort of been addressed elsewhere. The media suite is for official announcements of government policy. It's not suitable for party politics, which is what calling an early election is. Sunak can use the media suite when he's speaking as Prime Minister, but has to sit outside as the leader of the Conservative Party.

Statements to the press by the PM should be factual.
Statements to the press by the Leader of the Conservative Party Rishi Sunak are not constrained by truth.
If it was just the factual - dissolution of Parliament is 30th May - it could have been indoors with the seal.
 
In terms of finding a dry venue near Downing Street, it's not hard. I've boked this one a few times on Line for events. They have a website and everything.

Or just, I dunno, a gazebo or something? Surely there’s a Wilko nearby some SPAD could have scuttled off to? Headroom wouldn’t have been a problem, even on the lecturn.

The media suite doesn’t have any official seals or other heraldic fixtures on display. It’s quite bland. Flags and slogan placards can be added as one wishes.

Sunak has said already that delivering these messages is the traditional thing for PMs to do, and that he respects tradition, which is why he eschewed the indoor media suite. Nothing to do with not being allowed to use it, just that he thought the optics of getting wet were better than the optics of staying dry. Because he is an idiot.
 
For those planning an all-nighter, (not me; like spitfire the beer will have knocked me out long before most declarations), you've only got about 6 hours of darkness on the night of July 4th/5th.

Civil twilight lifts at just after 4 in the morning, so you should all be able to enjoy that "a new day has dawned, has it not" moment!
