I think it's the same in eu countries. I believe the steering wheel is not physically attached to the wheels but uses a wire which is one (but not only) of the reasons it's not road legal here. They said about the truck licence thing as well, although they said older car drivers who passed their test earlier can drive more weight? And yes, everyone who passed their test before a certain date gets a C1 licence too. But not anyone who's passed this century.
I did hear that it's possible the "bulletproof" (LOL) glass might not pass standards, either. But I think it's mainly about the pedestrian protection with all those sharp edges. See the Czech Cybertrucks for details.
