Yup, pretty much. Basically any time in between ref whistles to stop and start play, I think.

<edit: actually, I honestly can't remember if they always blow their whistle for when the ball goes out of play >

Never realized it was that little.

Have to say ref seems to be doing well stopping defenders having their arms round attackers at corners - should be given as indirect free kick. Loads of them on the goal line would make things much more entertaining.
