No he wasn't. He was announced as the projected winner of Florida for about two hours on election night before the networks retracted their call. At no point was Gore ever the 'projected winner' of the election, because there was an ongoing court case to decide the winner of the Florida vote, which was too close to call. After the first count, Bush was 2,000 votes ahead, which shrunk to 300 votes after a recount. Once the overseas votes were counted, Bush was 930 votes ahead. By November 26th Florida certified their results, with Bush now 537 votes ahead.
You're repeating claims from right-wing personalities on social media, who are seeking to cast doubt on the legitimacy of Biden's win by claiming that Gore was the projected winner of the 2000 election before having it reversed. The picture you shared above is part of that, as is a doctored Washington Times front page declaring Gore as the winner, which never happened.
I don't know why I'm going to all this effort to disprove the claims of a noncey bellend like you, but there it is.
