In 2000, I had a colleague from rural Louisiana. She reckoned it was all part of the 'discouraging certain demographics to vote' thing. So if you have to drive a couple of hours to get to a polling station (apparently reasonably common where she was from), you need a car. And you need the time off work if the polling stations close early. And if you're in a low-paid job, you're less likely to be able to get the time off work so you're less likely to vote.
