That article is badly written and isn't clear about what 212 actually means*. There's this on Urban Dictionary though:

212s
212 was the original area code established for Manhattan in 1947. The 212s is a now dated term of condescension and gentile WASP anti-Jewish bigotry used to discreetly refer to and mock affluent New York City Jews such WASPs encountered in business, politics and some social situations.
I suppose the election of Micheal Bloomberg as mayor of New York City shows that the 212s still pretty much run things there, doesn't it, my dear.

ETA: It does actually reckon it refers to a muslim nationalist protest in Indonesia on December 12th. It's unlikely that the Trump follower had this in mind.

It's a very North American thing, as local calls are generally free but calls to another area code are "long distance". Most urban areas would be one area code (until the 90s when mobiles exploded and loads more area codes were created/split up) and the suburbs another. It was normal in Toronto when I grew up to call the city "The 416" and the suburbs "The 905". I can imagine it's the same in NYC. Which is why I think the anti-semetic link is odd. I really doubt "212" is/was generally used as anything other than shorthand for New York in general. Maybe there is a certain group that uses it this way, but they'd be in a minority.

After 1984 they started splitting NYC's area codes, reducing 212 to Manhattan and The Bronx. I still don't see the Bronx as being particularly wealthy or Jewish.

I realise this has been replied to already, but like, you realise that even if there aren't counterprotesters there, there will still be people, even in a pandemic situation, who are out in the streets doing all the stuff that people living in cities normally do? And some of those people will be visibly people who some of the MAGA crowd might not be that keen on? As in, DC is a historically Black city and still has about 45% Black population today? Now, maybe if there were no counterprotesters there the MAGA lot would just politely engage with all the passersby they saw. Or maybe not.

Also, since the uprising this summer DC's had a lot of Black Lives Matter memorials and art created and put up around the place. You might want to look up what happened to some of that stuff last time there was a big pro-Trump rally after the election in November. Or should they also have removed and hidden all public displays of support for BLM in order to avoid provoking them?

On another note, I would just associate 212 with Azealia Banks more than anything else, but maybe that's just me.

There's been a small anti-Trump clique in the GOP since he got in though. Obviously if a split happens then you would expect them to be on one side and the real headbangers to be on the other but I think you need more evidence than the same old gang that have been criticising Trump for the last four years to suggest a split is happening.

It sounds a bit like the code we have here 'North London intellectuals'. It implies Jews, but also rich liberals and other presumed fellow travellers. If you didn't know its history, you might miss its full significance as a dog whistle.

I can’t read all of it but at 2’09” there’s a black placard with the word JEWS on it. I’m guessing it’s not declaring support for Jewish people. Also nearby another black placard with 212 on it, which may be a neonazi number...?

OK, I've gone and had a look at the video and that's actually the couterprotest/antifa crowd - looking at their shields, there's one that says "DEFEND BLACK LIVES" pretty clearly, and another I didn't bother to screengrab that said "chinga la migra". The Jews one looks like it's probably turning the nazi chant on its head, saying "Jews will replace you", possibly not wording that everyone would endorse, but if you were a Jewish antifascist looking to rile nazis up I imagine that sign would do it quite effectively - it seems to be next to a sign saying "Come get some" which I guess is a similar message in a way.
As for the numbers, I reckon it actually says 1312, which is fairly widely used as code for ACAB nowadays. It does wind me up a bit, when I was a young'un the only people who used that silly numbers code were nazis and if you wanted to say acab you just said acab, but people seem to like saying 1312 and 161 a lot nowadays. Anyway, yeah, I reckon that group is actually our lot, and they weren't expressing an opinion either way about the district of Manhattan OR Azealia Banks' early 2010s dancefloor filler.
