Flynn already admitted he was guilty 3 years ago, though he later rescinded and had a court case coming up - his lawyer says she told Trump they totally didn't want a pardon because they wanted to exonerate him in court, but since that lawyer is Sidney Powell, maybe Trump decided that was shitty advice.
