This is Bidens article in Foreign Affairs in which he lays out his 'manifesto'. Some of it is a bit more left wing than I expected, like the parts about ending the 'forever wars' and the egregious Trump policies on family separation at the border etc.
However much of it seems to be about restoring Americas 'global leadership' by which he means pressuring countries to do stuff through economic means I guess rather than starting wars all over the place. In particular he talks about the importance of democracy and guiding more countries in Latin America towards 'the network of democracies' he's not 100% clear on how he's going to do that.
It's worth reading the whole thing in full whether you love or loathe him.
