While this is true, what he has left are executive orders and 10 weeks to implement them - with two weeks of that over Xmas with no one doing any work. He can do damage, but little that couldn't be undone with other executive orders and some time.

Also worth noting that the WH staffers are already legging it - there will literally be empty offices and unanswered phones. He can make Great Declarations, but they will be ineffective and full of holes because no one has done the policy and staff work on them.

I'd prefer it if he was being bundled into a taxi with his crap in black plastic sacks as we speak, but lame duck doesn't really cover his powerlessness till 20th January.

He can and probably will refuse to cooperate with Biden's team, though, making POTUS46's job that bit harder, and he'll carry on fuelling toxic conspiracy theories.

What he probably can't do, since some seem worried about it, is blow us all up. Even if he did say, 'fuck it, they're all going down with me' and try to let off the nukes, his orders have to be filtered through two or three levels of the military before anything is actually fired, and they'll tell him to get stuffed.
