It was a rhetorical question, nothing has really changed has it? The Twitterati seem suddenly surprised that muslim people can be England supporters, that’s all.

What has happened, as suggested by the thread title, is that the England squad and FA, have wrong-footed the bigoted culture warriors of the right and placed them on the wrong side of sporting history.

No-one here, AFAICS, has made any claim that England's PR will stop racists being racist; it has, though, made some communities feel included and the bigoted right in Government to look both nasty and foolish.
