Well, it seems SA didn't follow up on their initial query, so there's not a lot the umpires/ref can do.

Yes, they can. The officials are of the opinion that there is no case to answer.

I think they can, if they suspect something during one of their spot inspections; if they find nothing, it's up to the team to lodge a formal complaint, which SA haven't done.
