I don't think a weak Biden administration, particularly if it's weak because the Senate is against him, is a good thing for Americans. Four more years of dither on healthcare, struggles to regain the lost ground on the environment and climate change, endless blocks on budgets when Republicans are allowed to borrow with impunity. If it were stronger, it could perhaps be held to account for failing to do these things. If it's weak, it can just say, yet again, 'well, we tried'.Long live the old corporate neo-liberal centrism that left many people behind and produced Trump in the first place!!
In all seriousness, the US outcome is probably the best that could be hoped for. Trump is out, and Biden's administration looks like it could be weak and vulnerable.
Internationally, I don't think it makes so much difference if a president is weak or strong at home, aside perhaps from the chance that a president who is weak at home might be more tempted to start a diverting war or two.
