Ukraine: Unsubstantiated rumours and speculation

This is neither rumour or speculation, but I couldn't think of anywhere else to mention that three military cargo planes have flown over me in Exeter this morning. Guess it's Ukraine related.

They sometimes use Exeter airport for routine training runs from Brize Norton.

Sky News website has said the U.S. intelligence suggests that Russian forces will launch an assault on Kyiv as soon as tonight?

totally UNSUBSTANTIATED:

A decree has been issued, according to Interfax, but right now it seems so vague as to be meaningless, the list of products and materials involved is still undetermined.

The decree introduces certain special economic measures to be in effect until December 31, 2022.

These include "a ban on exports outside of the Russian Federation's territory and (or) imports to the Russian Federation's territory of products and (or) raw materials according to lists determined by the Russian government."

The decree also restricts "exports outside of the Russian Federation's territory and (or) imports to the Russian Federation's territory of products and (or) raw materials according to lists determined by the Russian government."

The decree stipulates that "the measures envisioned by Clause 1 of the decree shall not be applied to products and (or) raw materials exported outside of the Russian Federation's territory and (or) imported to the Russian Federation's territory by citizens of the Russian Federation, foreign citizens, and persons without citizenship for personal use."

The Russian government has been authorized to determine the specifics of employing the measures provided for by Clause 1 of the decree with regard to certain types of products and (or) raw materials, as well as with regard to certain legal entities and (or) individuals.

Had my first interaction with someone I know say footage from Ukraine is actors.

So it begins
yes. this is coming, its not going to stay the preserve of far away and occasional QAnon type people.
A woman responded to me the other day (when i said i'd been spending too much time reading the news) by asking 'Do you support Ukraine' as if it was a football match, and i had this feeling of an ill wind blowing in, like the vaccine stuff but worse.

From anonymous sources but it may well be accurate.

According to Meduza’s sources, about a quarter of Russia’s top personnel considered resigning after the war in Ukraine began. Most were “proactive professionals familiar with best practices in the business and management sectors,” said the source, a person close to the Russian government.

Since the war started, however, there have been exactly zero high-profile resignations. Meduza’s source explained it this way: “Resigning right now would be seen as trying to escape. And for that, they’ll shoot you.”

it's fairly trivial these days to do packet/protocol inspection in real-time and just throw away anything that looks like an encrypted protocol that you can't read. Many of the "currently working" VPNs can either be broken or coerced in to using compromised encryption that the gatekeepers such as the state can intercept (if they haven't already done so). Wikipedia article here with some of the Russia-specific developments.
which explains why my thought (that VPNs have a limited number of ip addresses) is bollocks

Unsubstantiated rumour :

This guy had a face like absolute thunder in one of the press things with the big table where Putin was banging on, so it seems both plausible in terms of truth and plausible in terms of someone noticing it and using it for psy-ops.

Given the above photo, I'd say that it's possible that Mr Shoygu just has an unfortunate case of resting bitch face.
