i think you'll find that the existing members possess a veto over accessions, so it is by no means 'each country's choice' whether they become members. entering the process is meaningless - the central african republic could send in a form, but it would be undoubtedly binned in the nato post room.

It's disappointing that after more than a thousand pages of this thread that threadbare analogy is the best you can come out with. One thing about clubs is they can reject prospective members, and until something drastic changes there's no way Ukraine will be admitted to nato no matter how much they want to join the alliance. They'll be blackballed for the foreseeable
