There's been a tangible loss of momentum from yesterday. johnson was close to the drop for a while, but he's certainly bought himself time till the inquiry publishes. It's impossible to see that inquiry being anything other than critical and it will establish that there were parties (obviously). However, given that it won't accuse him of actual crimes, johnson is probably anticipating there will be a sliver of wriggle room if he wants to carry on (lessons learned, humility, better communication...). He certainly put some distance between himself and Reynolds and will be happy if he gets the blame in the report.
