Bin bags have addresses on them? :hmm:
I think it's a reusable garden refuse bag. You leave it out, then the Council comes and empties the green waste and leaves the empty bag on your doorstep. They tend to be green not blue round here, though.

Ah ok. In coventry we have a brown lid wheely bin for garden waste and you are not allowed to bag it.
 
The two senses of 'cleave' looking the same is just coincidence, though, because they come from different words; remnants of this can be seen in the difference in the past tenses. 'Ravel' and 'unravel' being equivalent is just the language being irrational because it can.
Then there is the case of "flammable" and "inflammable" being synonyms.
 
'Flammable' came about because people didn't understand 'inflammable', and thought it meant fireproof.
