Thanks, doing counts when rough sleepers are not about is crap and hosing down rough sleepers is also crap, both fascist slimey tactics.One tactic is to do a count when it's raining, so some people won't be rough-sleeping at their normal pitches, or to do a count at a shelter in the afternoon, rather than when the doors are closed for the night.
Westminster have a long history of getting their street-cleansers to hose down pitches just before a count is done, and even tried to get soup kitchens etc banned.
