It all sounds very confusing, Brazil changes time but only in some states we never change time where I live, the only difference is banks and government offices open later when the time changes in the southCET is GMT +1.

The time they call CET is always GMT +1.
As it happens, the UK is on BST, which is GMT + 1. That means BST is the same as CET.
However, Europe, being the awkward shower of horological fly-tippers they are, put their clocks forward for summer to a time they call CEST, which is GMT +2.

Not in Brazil, if you are invited for a meal and the people say 8pm what they really mean is 10pm, if you have a meeting at 9am no-one will get there before 10:30am, time is very fluid here and really just means sometime in the morning, afternoon or evening It really pisses of people from outside South-America who tend to get to places "on time" and have to sit around for agesThat's not confusing?
