Yes, they lived in the No. 11 flat, but No.s 10 & 11 have connecting doors, they function as one building and share a garden.

The thing with that in comparison to Johnson is that although it's seen as an example of how dishonest politicians are, what Howard is doing there is wriggling like a worm to avoid the direct lie isn't it. Obviously the answer to the question is 'yes' and he doesn't want to say it. Johnson would have just said 'No' without batting an eyelid.
