Not for me to say if it’s funny. It was a lighthearted comment on events. Perhaps distasteful but that’s individual perception.
I honestly don’t know about the football club, I don’t really follow the sport but am aware some fans view Liverpool that way.
IME scousers tend not to find the whole victim mentality thing very funny, or the stuff about them all being thieves etc. For some reason.

Have to say I lived in Liverpool for several months when work took me there, and I always found the people there very welcoming and good natured.
Anyhow, back on subject: all the best to the cabbie driver, it was obviously an awful experience for him. both mentally and physically. Hope he recovers well from it.

Off-topic but just to clear this up:
Maybe check out what happened with the Hillsborough disaster and it's immediate aftermath, the long campaign for justice, and put that together with the smearing of the football fans (& the city by association) having a victim mentality.
