Twitter used to shape it's policy around protectign whistleblowers above all else.
Nowdays, it depends on who's doing the whistleblowing.
If it's all been hacked and embarasses the right then that's good journalism and there is a public interest, but if it embarasses the left, then the way it was obtained is an issue (when it wasn't when it embarassed the right) and it's taken down.
