I think parliament should be discussing arming the rebels and the issues surrounding this, if the situation in Libya is to reach a conclusion one side or the other has to win, or the country to be split which seems untenable because of resource issues.
The UN resolution appears already to state that Gaddafi winning is not palatable or acceptable though he was quite close to it so the only other end game seems to be that the rebels win, all the way west to Tripoli.
But for that to happen, it is still likely that the rebels will need arming and possibly training as so far they have been no match for Gaddafi's forces. Firstly there is an arms embargo which is not clear if it applies only to the Gaddafi regime or also applies to the rebels. The Egyptians are already supplying Benghazi with some small arms and ammunition but perhaps they need more than that. If the air strikes have not wiped out all the regimes tanks, the rebels will need weapons to take on tanks.
I would expect that rather than just giving out AK47s to the population, those arming the rebels have a duty to ensure that they actually know how to use their weapons, rather than just wasting bullets by firing into the air at every opportunity. Training is however going to take time, weeks and months probably and it does seem reasonable that it might be weeks and months before the rebels are ready to go on the offensive again.
So that is weeks and months more that the UN allies will have to destroy Gaddafi's tanks where they can and enforce the no-fly zone - all of which may become quite expensive for the UN Allies.
I can't see an end to violence in Libya in less than a number of months time.
