They must have imported them before the ban or law enforcement is looking the other way. Enforcing gun laws isn't something that cops like doing. Usually, they are the most vocal against anti-gun laws and won't enforce what laws are there. Making more laws isn't going to solve that.

You're all aware that the vast majority of unversities ban guns on campus, right? My uni banned them on campus, in residence halls, and fraternities, and all campus housing. Even the ROTC people had to check in and out their weapons from storage with campus police each time they trained.

Which means the killer knew he had a field of victims .Unless your gun free
area is secured and policed and everyone entering it is searched .It just makes it a lure for a loony like this.
