It's appalling.
The answer I suppose is education - of staff and students alike.
Tbf I think it's more that victims of harassment don't report it, but certainly educational establishments should ensure their "culture" is one where pupils feel able to report abuse and that they will be supported when they do.The answer is that criminal behaviour is reported to the police for proper investigation.
I can understand why schools don't want to do this, reputational protection etc, but failing to report criminal activity is beyond deplorable.

I appreciate that the first couple of cases would have national exposure, but the knowledge that you will get your collar felt is a great incentive to behave.

Didn't drink either until I was about 13, then opted for coffee.
When I was about ten (influenced by my evil tea drinking mother) I made a chart of how many cups of tea I drank per day in an effort to increase Stakhanovite efficiency.

If I can be arsed, I make Lavazza espresso, otherwise Gold Blend Intense. I put two (used to be three) spoonfuls in a mug. It's not bad.
You could have the freshest pasteurised cow-pus in the world and it would still be criminal to put it in proper Chinese tea.as their milk has some of the lowest standards in the world
