Any form of heating, apart from heat pumps, uses the same amount of energy to give the same amount of heat. Fan heaters will push the heat around more, but raising the temperature of the room by a set amount will use the same amount of energy.
Heat pumps will move heat from one area to another and use less energy than the energy moved to move the energy.

Neighbour was going to buy some incredibly expensive German storage heaters with high-tech innards that claimed to be more efficient than other electrical heaters. I gently explained to her that this was bollocks and electrical heaters are 100% efficient nomatter what they've got in them.

Iinfra-red heaters can be more effective because they feel warmer because of the radiant heat but still no more efficient.

I dislike infrared heaters as I start to feel warm, but the air stays cold, so any draught is really noticeable and cold and cools me down really quickly.

It can go too far the other way though. Not keen on draughts, but would rather have a warm body in cool air. Warm air can feel stifling, as if you’re in a greenhouse.
As Martin Lewis says, it’s better to warm the body rather than the home.
 
That clip (not our own two sheds) reminds me of Steve Two Shirts Bannon, who is similarly guarded about his moniker.

"most of the time never"? That's not never then, that's "usually not".
