I haven’t got time to look for data, I’m just giving my own professional experience working with families in various roles.
There often are other factors but sometimes it does come down to the child and possibly their parent not being safe and there’s not much you can do with that because the needs of the child have to be paramount.
Unsurprisingly, they generally don’t have the money and time to do the intense work needed to help women leave and stay away and I’m not defending that at all. They need to do more but this work is so difficult and complex that even if every thing was done and offered, it often wouldn’t happen in the timescales the child needs to be healthy, happy and safe.

It definitely doesn’t always come down to drugs. Mental health, domestic abuse, impact of generations of neglect, abuse and trauma, undiagnosed and unsupported learning disabilities etc Sometimes, all of the above.
