Thank you for that highly incisive analysis. :) I, like you have mostly given him up as a lost cause; pretty much a poodle of the regime which is why i found this interesting. Maybe he gives a shit, maybe he doesn't. I think it more likely that his giving a shit is through the lens of Lebanon, where he lives and who are one of the countries most likely to be impacted by the law due to the large amount of refugees they are currently hosting who will not be able to return because of the law. He, states this in the article anyway, so yeah quite possibly self-interest.

Amnesty — US-Led Coalition Killed 100s of Civilians in Syria’s Raqqa

The organization issued a report on Monday based on visits to 42 sites of airstrikes and interviews with 112 civilian residents whose relatives were killed as the US-supported, Kurdish-led Syrian Democratic Forces captured the devastated city last October after a four-month offensive.

Four representative cases are detailed in which 90 civilians — 39 from a single family — were slain. Amnesty concludes, They are part of a wider pattern and provide a strong prima facie case that many Coalition attacks that killed and injured civilians and destroyed homes and infrastructure violated international humanitarian law.”

During the campaign, coalition forces carried out tens of thousands of airstrikes, more than 90% by American warplanes. The US also fired 30,000 artillery rounds on the city and surrounding areas.

International Arrest Warrant: Germany Takes Aim at Assad's Torture Boss - SPIEGEL ONLINE - International

According to information obtained by DER SPIEGEL, Germany's chief federal prosecutor, Peter Frank, has filed charges against Jamil Hassan, head of Syria's feared Air Force Intelligence, with "crimes against humanity."

The move represents the most serious effort yet by a Western country to hold a high-ranking member of President Bashar Assad's regime accountable for having systematically targeted its own population since the beginning of the Syrian uprising in 2011.

The charges filed with Germany's Federal Court of Justice claim that Hassan, 65, must have known of, or commanded, Air Force Intelligence staff as they systematically tortured and killed hundreds of detainees in several detention centers in Syria between 2011 and 2013....
 
Syria Daily: Is Russia Setting “Chemical” Pretext for Attacks on Kurdish-Led SDF in Deir ez-Zor?

Ministry spokesman Igor Konashenkov said on Monday that the Free Syrian Army, with the involvement of US special forces, is preparing a “false flag” chlorine attack to justify airstrikes by the US-led coalition on Assad regime facilities.

“According to the information confirmed through three independent channels in Syria, the command of the so-called ‘Free Syrian Army’ aided by the forces of the US special operation units are preparing a serious provocation involving chemical warfare agents in Deir ez-Zor Province,” Konshenkov said.

Russia has used similar unsupported “false flag” declarations amid pro-Assad assaults on opposition territory, including to cover Assad regime chemical attacks in the offensives. The pretexts included claims about the opposition in east Aleppo city in 2016 and in East Ghouta near Damascus, fully captured by pro-Assad forces after two regime chemical attacks that killed about 50 people in April 2018.

The OPCW Fact Finding Mission Confirms More Sarin and Chlorine Use in Syria

On June 13th 2018 the OPCW Fact Finding Mission (FFM) confirmed the use of Sarin and Chlorine in Al-Lataminah on March 24th 2017 and March 25th 2017 in a new report. This would make the 3rd confirmed use of Sarin as a chemical weapon by the OPCW FFM in a 10 day period between March 24th and April 4th 2017, with the March 24th Sarin attack followed by another Sarin attack in Al-Lataminah on March 30th, and then the April 4th Khan Sheikhoun Sarin attack.

As the OPCW FFM would no doubt be aware, in the OPCW-UN JIM reporton the Khan Sheikhoun Sarin attack, the OPCW-UN JIM described marker chemicals that linked the Sarin used to the Syrian government:

“The samples from Khan Shaykhun contain the three types of marker chemicals described above: PF6 [HFP], isopropyl phosphates and isopropyl phosphorofluoridates. Their presence is a strong indicator that the sarin disseminated in Khan Shaykhun was produced from DF from the Syrian Arab Republic stockpile.”

These same chemicals are found in samples from the March 24th and March 30th Sarin attacks. In addition, hexamine is yet again present in the samples from the March 24th Sarin attack, which is also described by the OPCW-UN JIM as part of the Syrian government’s Sarin manufacturing process:

“The analysis results of OPCW designated laboratories confirm the presence of sarin and some of its known degradation products (see OPCW document S/1521/2017, as well as United Nations documents S/2017/567 and S/2017/440). Moreover, the results confirm that sarin was produced by the binary route, in which DF is combined with isopropanol (iPrOH) in the presence of hexamine.”

In the context of the discussion elsewhere about people (wrongly) who believe the white helmets conspiracy thing, what do people make of this?

It is tangentially related; the truth of what happened at Dhouma doesn't prove or disprove the above claim. However they are related; only yesterday I heard Galloway on his stupid radio show tubthump about how he (a believer of this consporacy theory) was vindicated because the report (preliminary) says no evidence of nerve gas has been found. Well that doesn't mean other substances, like Chlorine, were not used.

Finding the truth on this, IME, is something i find difficult
