In each case, there's a high speed line that's part of a long distance route passing through a major city, and part of the high speed line is used for regional services. It's not all that weird. There are also a lot of regional services elsewhere in the UK that operate at relatively high speeds, up to 110mph and so on. It simply makes sense where they are sharing a line with other services so that they don't hold things up.
