Take all the National tasks away from it and go through the transferred coppers with a fine tooth comb the firearms embassy protection lot seem particularly rancid .
if they arent up to the job sack them and use squaddies MPGS (military provost guard service) till new coppers can be hired.

get some new managers possibly from non uk police forces and totally crack down on "canteen culture" whatsapp etc etc.
