This isn't true, though. All the bills (bar maybe the HS2 one) cover Wales as well. Most relate to Scotland too. The parts on subsidies, NI contributions, freeports, elections, environment and animal welfare, 5G and telecommunications. And several others I cba to read through.

Many environmental powers are devolved but not all and various aspects of the last bill applied to Scotland. Not sure if your rationale re 2, but it isn’t ‘education’ if that was your assumption.
