From the Times article, there look to have been every bit as many people who could have intervened to stop him as was the case with Savile. And Brand's victims don't appear to have been kids in children's homes or in hospitals who wouldn't have been believed. Many of them seem to have been employed and working in organisations. They were still beholden to Brand and there was a clear and strong power dynamic in play, but they had bosses and others who should have intervened. And it sounds like they would have had background knowledge about his behaviour and would have realised specific acts of abuse were part of a pattern. But power, money, the status quo and male aggression are a horrible mix. Anybody who does intervene in these kind of cases has my full respect - including the cabbie mentioned.
