I don't either. Not from that description anyway, which makes it sound like Labour should have been allocated the most seats. It also makes it sound like it's impossible for an independent candidate to get a seat with that method. Either I've misunderstood (entirely possible) or they just explained it really badly.
Oh, the party with the most seats already won gets the biggest divisor, so only got one extra seat. Then how come the second biggest party got the most seats? And how does that "accurately represent voters' intentions?"
