Parliament can't make laws, they can only make Acts of Parliament and if you don't consent to them then they don't apply to you..." etc etc.

It was weird cos he seemed like a really sound bloke up until that precise moment.

That was my experience of this in the wild, going back home and running into an old mate of a mate in the local who'd always been sound and bright. Depressing. His started with some bullshit about getting out of a speeding ticket I was told later.

Unless you're getting an itemised list breaking down what costs how much, then any figure is going to be arbitrary. Absent that breakdown I would be more questioning of a bill for £4456.52 than one for £4500.00.
