There's that phrase, non fatal strangulation again...

There's this one I forgot to post yesterday - Clare's Law was passed to enable people to ask if their partner or spouse has a violent background, and apparently some forces see compliance with this legislation as 'optional'

It's all go in West Yorks at the moment:

...two serving officers – PC Simon Clarke, 52, and PC Gary Cavanagh, 59 – appeared at Bradford Magistrates Court this morning (Monday)...

PC Clarke, who works in the Leeds District, was charged with two counts of sexual assault. It is alleged that he committed the offences while on duty, against one victim.

PC Cavanagh, who also works in Leeds, has been charged with one count of a sexual assault at a Leeds city centre bar. The charge relates to an off-duty offence. Both police officers have been suspended from duty.

Claudine Binns, 49, was charged with sexual assault by penetration. The charge relates to an off-duty offence.

She was working as a detective inspector in the Bradford district at the time of her arrest in May 2022 and was suspended from duty. She has since retired from West Yorkshire Police.

A former Essex Police officer charged with three offences following an internal investigation is due to appear at Chelmsford Magistrates’ Court tomorrow.

Former PC Russell Hinkins of Haverhill, Suffolk was initially arrested in August 2022, and has been charged with misconduct in a public office, securing unauthorised access to material and disclosing information without consent.

Former PC Russell Hinkins previously made the headlines in 2018, when it came to light that he had sent nude pictures of himself to women on a dating site, Plenty of Fish, and even promised he would bring his handcuffs when agreeing to meet a stranger for sex, and also took photos of himself in his uniform and in his police vehicle.

At the time, Essex Police said: “Officers are expected to be extremely careful in their use of social media.”

Former PC Russell Hinkins said: “I deeply regret this situation and any embarrassment I may have caused Essex Police.”

It's good to see cases progressing despite officers retiring/resigning prior to the case being prosecuted. Previously it felt like if an officer resigned or retired the case would vanish.

A former West Midlands police firearms officer has now been awarded £820,720 after winning a sex discrimination case against West Midlands Police.

Rebecca Kalam was awarded £30,000 at an employment tribunal in November 2023, but has now had a full award for loss of earnings and her pension. West Midlands Police also faces a substantial bill in legal costs, but has refused to disclose how much money was spent fighting the case:

Good. I bet their legal bill is hundreds of thousands of pounds too, no wonder they're being cagey about the exact amount spent.

Add Wiltshire to the list - their failure t comply with Clare's Law has harmed at least two women

In a break from the serial abuses committed by officers which they appear to be being held to account for, here's the Met not exactly covering themselves in glory:

She'd paid

Indeed so. You'd think they could've ascertained that without arresting her and causing distress to both her and her son.

A serving Metropolitan Police officer has now been charged with assault after an investigation into the arrest of a woman on suspicion of evading a bus fare in south London.

PC Perry Lathwood, who is attached to the Metropolitan Police’s Road Traffic Policing Command, will appear at Westminster Magistrates’ Court on 14 February 2024 charged with assault by beating in relation to bruising injuries caused to the woman’s arm during the incident on 21 July 2023 in Whitehorse Road, Croydon, in scenes alarmingly reminiscent of the 1977 classic US TV mini-series "Roots".

The charge follows an investigation by the Independent Office for Police Conduct ("IOPC") which concluded in December 2023.

The woman was later de-arrested when it was confirmed that she had paid the fare.

The IOPC launched an investigation in August 2023 shortly after footage of the incident was widely circulated online.

Footage of the incident showed the woman being held by two male officers, while her child could be heard crying in the background.

Police said she had refused to show her ticket to inspectors, a community support officer and constables and "continued to try to walk away".

One can only speculate what might have happened to the woman concerned if members of the public had not been on hand to capture the incident on film.

Wish I could have retired at age 44 and I haven’t even done a sex crime.

Most filths get ten years on indefinite sick leave before retirement as well. Add in the five years' gardening leave while they're waiting for the IOPC to figure out if sending pictures of your dick to a murder victim's widow counts as misconduct or not and you start to see why you're about as likely to see a filth out and about doing something useful as you are to see a goose that shits gold.

A police officer from Preston, Lancashire has pleaded guilty to the attempted murder of a woman.

James Riley, 28, admitted trying to kill Ellie Moxham on 10 November 2022.

He'll be sentenced on the 12th of January.

Lancashire Police officer admits attempted murder of woman

Extraordinary that a serving police officer attempting to murder a woman does not make national headlines:

Lancashire Constabulary Deputy Chief Constable Sacha Hatchett said:

“People will quite rightly be shocked and appalled to hear the detail of (former PC) James Riley’s crime. It is utterly abhorrent that a police officer should act in this way. (Former PC James) Riley’s behaviour clearly fell very far short of what we demand of our officers and staff, both on and off duty ...

“(Former PC James) Riley was immediately suspended from duty and our Professional Standards Department immediately launched an investigation into his conduct, which ran alongside the criminal investigation conducted by Greater Manchester Police.

“The investigation by our Professional Standards Department, assisted by Greater Manchester Police, led to an accelerated misconduct hearing which took place on 30 January 2023 where (PC) James Riley was dismissed from the force without notice.

“(PC James Riley was added to the College of Policing barred list, which means he will no longer be eligible to be employed or appointed into policing."

Yesterday, former PC James Riley of of Jepps Avenue, Barton, Lancashire was sentenced to 16 years' imprisonment at Manchester Crown Court for attempted murder after pleading guilty to the offence.

Former PC James Riley strangled his girlfriend, Ellie Moxham, at a Premier Inn for around two minutes before leaving her for dead in the hotel room the pair were sharing after flying into a jealous rage. She had hoped to end the relationship with the Lancashire Police officer, whose "aggression and jealousy" had marred their years together.

After strangling her for two minutes, former PC James Riley placed a plastic bag over her head because he "could not stand to look at her", before ringing 999 at 11.15 p.m., and then his parents to "say goodbye".

Greater Manchester Police initially responded to a call of a concern from former PC James Riley's mother for the welfare of Ellie Moxham and she was found by emergency services in a life-threatening condition and was later transferred to hospital in an induced coma.

Former PC James Riley, who was not on duty at the time, fled the scene trying to evade capture using several different types of transport to hide his tracks and direction of travel. This was done initially done by exiting the hotel in his car before crashing it nearby. Former PC James Riley then ran from the scene and attempted to get on a bus, taxi and hitchhike back home to Lancashire.

Ellie Moxham's victim impact statement described how former PC James Riley's 'coercive behaviour' and the 'traumatic' assault has left her struggling with anxiety, night terrors, headaches, problems trusting others, and more.

Judge Patrick Field KC said during sentencing that it was 'clear' that former PC James Riley 'gripped her throat and strangled her with such force over a significant period that her brain was starved of oxygen'.

This caused her to lose consciousness, he said, and to suffer profound injuries which has led to continuing cognitive difficulties.

The brain injury had left her with a 'cognitive fatigue which affects me daily', she recalled - having to take three naps a day, falling behind with her doctorate and having difficulties with her memory.

She told the court: 'I have had to seek medical help to deal with the anxiety and process what has happened as it has started to impact my daily life.

'Since the assault, I cannot focus on my work for long, I find I can't remember things that previously I would have been able to recall easily, I get frequent headaches that can sometimes only be helped by taking 3 naps a day, and I get anxious.'

"Lancashire Constabulary is committed to tackling all forms of domestic abuse, safeguarding victims, and holding perpetrators of domestic abuse to account for their behaviour and crimes. We will not tolerate domestic abuse offending by any of our officers or staff, and will hold them to account both criminally and through our internal misconduct processes.

"We hope that the prompt action taken by our Professional Standards Department in dismissing this officer swiftly, prior to the conclusion of the criminal investigation, shows our commitment to tackling any allegations of this type against a serving police officer.

"We utterly condemn the actions of former officer James Riley, and our thoughts are with the victim and those affected by this extremely serious and concerning crime."

Having claimed during his trial that the sexual assualt he was accused of committing on a vulnerable woman was a ‘physically impossible act’, PC Matthew Longmate who had sexual contact with a drunk woman in a patrol car has now been found guilty by a jury at Southwark Crown Court of one count of misconduct in public office.

Having bailed former PC Matthew Longmate following his trial and conviction so he could spend Christmas with his family, Judge Christopher Hehir told former PC Matthew Longmate that he had decided to be “very lenient” and would not be sending him to prison.

"He is someone who had a stellar career and now has nothing. He could be usefully deployed and punished in the community."
