Lancashire Police officer admits attempted murder of woman

Extraordinary that a serving police officer attempting to murder a woman does not make national headlines:

Lancashire Constabulary Deputy Chief Constable Sacha Hatchett said:

“People will quite rightly be shocked and appalled to hear the detail of (former PC) James Riley’s crime. It is utterly abhorrent that a police officer should act in this way. (Former PC James) Riley’s behaviour clearly fell very far short of what we demand of our officers and staff, both on and off duty ...

“(Former PC James) Riley was immediately suspended from duty and our Professional Standards Department immediately launched an investigation into his conduct, which ran alongside the criminal investigation conducted by Greater Manchester Police.

“The investigation by our Professional Standards Department, assisted by Greater Manchester Police, led to an accelerated misconduct hearing which took place on 30 January 2023 where (PC) James Riley was dismissed from the force without notice.

“(PC James Riley was added to the College of Policing barred list, which means he will no longer be eligible to be employed or appointed into policing."

Does the College of Policing cover the whole of the UK, or just England and Wales ? If the latter I hope there's a reciprocal agreement in place with both Scotland and Northern Ireland so that anyone banned by one cou try is automatically banned by the others.

Wiltshire Police force is now reviewing more than 3,500 applications made between April 2015 and 2023 under Clare’s law, which gives people the right to ask whether a partner has a violent past, after it came to light that wrong or incomplete information has been given, and one member of Wiltshire Police's staff has been suspended.

On 27 February 2023, Wiltshire Police's new Chief Constable Catherine Roper said that she would be be seeking to rebuild trust in police. Now Wiltshire Police says that anyone who had made a Clare’s law application to them between April 2015 and August 2023 and was concerned could email: clareslaw@wiltshire.police.uk, and "truly sorry" Chief Constable Catherine Roper says that she is "truly sorry" ...

According to one of his victims, Metropolitan Police serial rapist, former PC David Carrick, who received 36 life sentences after pleading guilty to 85 sexual offences, including multiple rapes, threatened her with deportation.

When Ms Ryan reported the racist messages sent in spring 2021 by the Metropolitan Police's PC Tom Phillips, the Crown Prosecution Service marked the case for “no further action”.

The decision was only reversed under the Victim’s Right to Review scheme, the Crown Prosecution Service has acknowledged.

Having shown absolutely no remorse or regret and having failed to even turn up for his own misconduct hearing to answer an allegation of breaching the Standards of Professional Behaviour set out in Regulation 5 and Schedule 2 of the Police (Conduct) Regulations 2020 in respect of Discreditable Conduct, former PC Tom Phillips has now been dismissed without notice for gross misconduct.

"There are no mitigating factors for me to consider today, no apology, no apparent remorse. His guilty plea in court was on his second appearance at court and was certainly not the earliest stage at which he could have entered such a plea. Former PC Phillips’s conviction was subject of national media coverage and this goes further to damage the reputation of policing and the Metropolitan Police Service."

Yesterday a misconduct hearing found that retired Detective Inspector Paul Dibell had committed gross misconduct
  • by having sex with a woman on police premises and in an unmarked police car on several occasions between 2015 and 2016
  • repeatedly harassing her over a long period after the relationship ended
  • and on one occasion using racist language.

Details across these two stories:
Essex Police officer Paul Dibell allegedly had sex in police car - Clacton and Frinton Gazette
Former Essex Police detective 'had sex with woman in unmarked police car and his office', misconduct panel hears - Essex Live

The panel ruled that he would have been sacked if he hadn't already resigned.

I did wonder. One came from the Essex Live story about him, the other lighting the candle for his brother is from a PA photo taken back in 2013. The person labelled as him is the only inspector in that group of people. The Clacton Gazette story mentions the brother.

[perhaps insert joke about donuts here]
[or perhaps not]
Its his hair that's doing it for me, it seems to have from light wavy brown to black in the second picture. I'm just not convinced it's the same person.

Good spot with the article though.

Think you're right. Found the source of the Essex Live picture - it's cropped from the second of these. Also taken in 2013.

Metropolitan Police officer PC Luke Hunt, based within the North East Command Unit which serves both Newham and Waltham Forest, has been dismissed without notice for making racially discriminatory comments towards a colleague.

The allegations related to an incident on 27 January 2022 when PC Luke Hunt made racially discriminatory comments towards a colleague following a social event whilst PC Luke Hunt was off-duty.

Chief Superintendent Simon Crick, of the Metropolitan Police's North East Command Unit, said:

"We expect all of our officers to uphold our high standards of behaviour, when they are both on and off-duty. We have also made it very clear that there is no place for racism in the Met.

“We do not accept conduct of this nature which undermines confidence in our organisation and so it is only right that PC (Luke) Hunt has been dismissed.”

Former British Transport Police officer, Inspector Gary Pinner, who was based in Camden, has been formally dismissed following a public misconduct hearing to consider allegations that he breached the standard of professional behaviour.

It was alleged that Inspector Gary Pinner had repeatedly sent uninvited messages of a sexual nature to a vulnerable colleague of a lower rank, none of which were reciprocated in any way. Despite the non-reciprocation, Inspector Gary Pinner persisted in sending inappropriate messages over a considerable period of time.

The misconduct panel concluded Inspector Gary Pinner's actions amounted to gross misconduct and that had he have remained in the police service he would have been dismissed with immediate effect.

Alistair Sutherland , Deputy Chief Constable for British Transport Police, said:

“I fully support the panel’s decision in this case and hope this sends a clear message to those who seek to abuse their position of power that this behaviour will never be tolerated in our force.”
