Former PC Luke Christopher Horner, a former officer with Thames Valley Police, based in Amersham, appeared at Northampton Crown Court on 3 August 2023 to plead guilty to one count of engaging in penetrative sexual activity with a child aged 13-15.
The plea related to an incident on 11 June 2023 this year when former PC Luke Christopher Horner drove over an hour from his home in Aylesbury in order to meet a 13-year-old girl in Rushden who he would later go on to seriously sexually assault by engaging in penetrative sexual activity, some of which he recorded video footage of on the victim’s phone.
He was arrested a short time later following an investigation by Northamptonshire Police and immediately suspended from duty by Thames Valley Police.
After pleading guilty to the offence at the hearing in August, former PC Luke Christopher Horner returned to the same court earlier today where he was sentenced to six years and four months in prison.

Thames Valley Police made an immediate referral to the Independent Office for Police Conduct, which decided that the matter should be subject to a local investigation by the force.
An Accelerated Misconduct Meeting took place on 4 September 2023, where it was found that former PC Luke Christopher Horner behaviour amounted to gross misconduct.
Former PC Luke Christopher Horner would have been dismissed if he were still serving and he is to be placed on the Barred List, meaning he is prevented from re-entering the police service.

Handing him (former PC Lewis Edwards of Heol Ty Cribwr, Cefn Glas, Bridgend) a life sentence with a minimum term of 12 years, Judge Tracey Lloyd-Clarke said:
"It is clear that he not only gained sexual gratification from his offending but he also enjoyed the power and control he had over these young girls."
22 July 2020: “However, having seen some of the footage myself, I would say that any officer worth their salt would have stopped that car that was being driven in that manner.
“Secondly, my professional standards people have looked at it and they don’t see any misconduct."
On 25 October 2023, two Metropolitan Police officers, PC Jonathan Clapham and PC Sam Franks be dismissed without notice for breaching the police standard of professional behaviour relating to honesty and integrity for claiming they could smell cannabis on Ricardo Dos Santos.
Three other officers, Acting Police Sergeant Rachel Simpson, PC Michael Bond and PC Alan Casey had the gross misconduct allegations against them not proven but will all be subject to the reflective practice review process:

“It’s figures like these and cases like Bianca and Ricardo’s which emphasise why Black people report having low trust and confidence in policing."

Following an IOPC investigation which began last August, the CPS have authorised charges of misconduct in public office against one former and one serving Derbyshire PC.
40 year old Daniel Nash, who has since resigned, has been charged with 13 offences of misconduct. "These reflect his conduct with 13 separate women between 2015-2020". (CPS)
46 year old serving Police Constable Matthew Longmate is charged with one offense of misconduct. "This charge is a joint charge with Daniel Nash" (CPS) so refers to both having sex with the same woman. He is currently suspended from duties.
