Be interesting to see which way a divided tory party jumps on this. I cant see the headbangers and disaster capitalists on the right going for it but more moderate ones especially those with an eye on their majority I would imagine are likely to be in favour.

Why have they not been spending the money?

...The plan comes as confidential minutes of a government advisory group obtained by the Observer show how all but a small proportion of a £100m pot allocated to Highways England to combat air pollution “on and near our roads” in 2015 has not been spent, despite a 2020 deadline....

It is not clear why they have not been spending the money. Maybe they had too many things to deal with on their long to-do list and did not get to the pollution problems yet.

4 years ago Corbyn was calling for the reopening of the UKs coal mines. He is also or at least was an opponent of nuclear power. He almost never raises the issue at PMQs (not never just almost never). Its just empty gesture politics.
The UK is comfortably meeting its international commitments on the issue, it is a world leader in installing off shore wind energy but is seriously missing the boat on grid storage. It is also legally obliged to have its 2050 CO2 emissions down to 20% of those of 1990 (though we cant be nice about that because it was the previous Labour government that passed that legislation)
The Labour party could promise to completely rejuvenate our nuclear industry.
Throw serious money behind grants for UK based grid storage development.
Promise to make onshore wind much easier to install onshore wind.
Instead we get an empty vote for a couple of vague headlines. Very much in keeping with the modern politics of all noise and no action.
