If the shit hits the fan and he ends up in front of a committee or judge then he has a nice public statement from Trump himself saying that actually he wasn't really involved in anything. Just an innocent bystander who came in late and didn't actually do much.

If they start busting legal dispensaries that's a potential flash point right there. Not sure it'd lead to full blown regime changing riots of course - I don't think they are inevitable unfortunately.
