Puerto Rico's Medical Manufacturers Worry Federal Tax Plan Could Kill Storm Recovery
So this new tax bill includes a 20% tax on goods made in Puerto Rico sent elsewhere in the US. Before the hurricane, about half the islands economic activity was manufacturing. Medical supplies formed a big part of that, hence the shortage of saline drips in the US recently.
This seems to have been included just to add insult to injury.
Incidentally, although state tax regimes vary depending on where you are, I'm not aware of any precedent of one state taxing goods they've received made in another state (or the fed government doing this.)

These stories keep coming out, of multi-million dollar contracts awarded to tiny firms with no history of providing services they say they can or working for the government, and failing spectacularly. In this case, the company was listed as the address of a private home and run by two brothers. They couldn't source the plastic sheeting and tarps they promised, but it took four weeks for FEMA to notice and cancel the contract. During that time, there have been heavy rains in Puerto Rico with people literally exposed to the elements. They've found an experienced company to do it now, but why the hell are they botching the recovery constantly.?
