they probably will, but don't have the funds to do anything about it.

and the lack of equality / accessibility for disabled people was one of the many justifications for closing a lot of public bogs over the last few decades - no provision for anyone is (from a legal point of view) 'equality'...

There used to be a poster on the wall of a long-running squat bar in Leeds encouraging women to piss standing up in the name of equality, with diagrams explaining how. Think it was semi-serious. Not even sure the place had any urinals anyway.
