It's about Vincent Harvey. It 'discloses' a lot of stuff already in the public domain, although they appear to have spoken to him and one of the women he 'formed a relationship' with. Rather suspect the Sunday Times chose him not merely because his real name was released in 2021, but because it gives them an opportunity to mention Met Chief Mark Rowley who was in the NCIS when Harvey was its director of UK operations.

I liked Harvey's attempt at throwing the IRA into the mix - classy guy.
 
This was actually on the front page of the BBC news site under the headline "Undercover policing unit tactics not justified, says report".

The use of undercover policing tactics from the 1960s onwards were not justified and the unit should have been disbanded early on, a report says.

Ex-senior judge Sir John Mitting said most groups infiltrated by the Special Demonstration Squad posed no threat.

His report for the undercover policing inquiry details tactics such as forming sexual relationships and using the names of dead children for cover.

The end did not justify the means, the report concludes.

The campaign group Police Spies Out Of Lives said: "Thanks to years of efforts by campaigners the authorities are now on the back foot.

"We are proud to have helped shift the official narrative from 'neither confirm nor deny' what took place, through 'just a few bad apples', to 'some unlawful operations', and now 'an entire force and policing culture that is rotten to the core' and sanctioned by the state."

The inquiry's final report is currently scheduled for 2026.
